When the courier enters the garage, he temporarily gives up after trying the elevator with no success. He takes off his shirt to look at his condition after getting bit earlier, and seeing that it’s progressing through his body, he records a voice note in his phone. Shortly after, he starts to cry, and a voice speaks to him over the intercom. It turns out Umbrella scientists could see him the whole time. They could have said something earlier, but more importantly, how could they not see he was infected? The lack of care and precautions demonstrates the typical incompetence of Umbrella employees in the RE universe.17d
